Emergency Response Driving
High speed driving courses for all blue light users
Plans are afoot to introduce a new, minimum standard of high-speed driving training amongst the UK’s emergency services and other organisations entitled to exceed the speed limit.
When enacted, the Road Traffic (Training Courses for Driving Vehicles at High Speed) Regulations 2020 will specify the minimum standards and learning outcomes that must be achieved. Our curriculum will help your organisation to meet these requirements, with accredited driving courses delivered by experienced, expert instructors.
It is believed that prospective legislation – section 19 of The Road Safety Act 2006 – will be enacted late in 2023, compelling ambulance, fire and police services to provide training in the driving of vehicles at high speed that is in accordance with the aforementioned regulations.

On-road and online, our blended curriculum develops (licensed) drivers’ knowledge, understanding and skill in all environments, day and night.

- in-person and online seminars led by expert teachers
- on-the-road driver development in B (class 2), C1 (class 3), D1 and C (class 4) category light, medium and large/heavy vehicles
- for all blue light users, including ambulance, fire and police.
Our experience with ambulance, fire, police and other blue light users encompasses:
- initial advanced and emergency response driving development
- reassessments and refresher training that evidences CPD (Continuing Professional Development)
- emergency response driving instructor courses for both new and experienced driving instructors
In order to earn either a college certificate of achievement or an accredited qualification, participants will need to successfully complete four reliable assessments of their knowledge, understanding and skill:
- Self-assessment during online quizzes integrated into the e-Learning component
- Ongoing, formative driving assessment throughout by the instructor delivering the course, including a practical progress ‘test’
- Independent, summative driving assessment by another instructor/assessor
- Theoretical examination (including multiple-choice questions on the Highway Code and Roadcraft).

Most qualifications have a difficulty level. The higher the level, the more challenging the qualification is. Our emergency response driving courses and the qualifications for which they provide evidence are at (England’s) level 3 (of nine), which is the same as an ‘A level’.
The UK government’s office for qualifications (Ofqual): “TQT is, essentially, an indication of how long a typical learner might take to study a qualification, including the time spent on their individual study and on assessment. It also includes Guided Learning Hours (GLHs), which is the time spent actually being taught.”
Forthcoming legislation will likely specify the following minimum Guided Learning Hours for both initial courses (for drivers new to emergency response driving in the UK) and “crossover” courses (for UK-trained emergency response drivers that wish to be authorised for an additional class of vehicle). Our blue light driving courses reflect these legal requirements.
Initial courses
120 GLHs for class 2 (B-category vehicles) and 3 (C1-category vehicles)
80 GLHs for class 4 (C-category vehicles)
“Crossover” courses for drivers already trained in another class
Class 2 to 3 or 4 = 20 hours crossover training per additional class
Class 3 to 2 = 80 hours (although driving of “specified” class 2 vehicles will be allowed “on familiarisation”)
Class 3 to 4 = 20 hours
Class 4 to 2 = 80 hours
Class 4 to 3 = on “familiarisation”
